A study permit is generally not required for a language program in Canada that lasts six months or less. A foreign national will still need the appropriate travel document to enter Canada: a Temporary Resident Visa — TRV — or Electronic Travel Authorization — eTA, depending on citizenship and method of travel.

A study permit is generally required when the program lasts longer than six months.

Do I need a study permit for a language course?

The requirement depends on the actual length of the program.

Programs lasting six months or less

A study permit is generally not required when:

  • the entire program is six months or less;
  • the student can complete it within the period authorized for their stay in Canada;
  • the program is not part of a longer course of study.

Not requiring a study permit does not provide an automatic right to enter Canada. The student may still need a TRV or eTA.

A border services officer makes the final decision about admission to Canada and the authorized period of stay.

Programs lasting longer than six months

A student will generally need to obtain a study permit before beginning a program that lasts longer than six months.

The application will normally require:

  • a Letter of Acceptance from a Designated Learning Institution — DLI;
  • a Provincial Attestation Letter or Territorial Attestation Letter — PAL/TAL, unless an exemption applies;
  • evidence of tuition payment or the ability to pay;
  • proof of funds for living and transportation expenses;
  • an explanation of the purpose of study;
  • evidence supporting compliance with temporary resident requirements;
  • any additional documents required by IRCC or the responsible visa office.

A student planning to study in Quebec may also need a Certificat d’acceptation du Québec — CAQ.

A Letter of Acceptance does not guarantee approval of a TRV or study permit. Immigration, Refugees and Citizenship Canada — IRCC — makes the decision.

Should students choose a Designated Learning Institution?

A person applying for a study permit will normally need acceptance from a school on the official Designated Learning Institutions list.

A school’s DLI status does not mean that every program offered by the school qualifies for a Post-Graduation Work Permit — PGWP.

Before paying, students should verify:

  • the school’s status;
  • the exact program name;
  • program length and delivery format;
  • study permit requirements;
  • work rights during studies;
  • potential PGWP eligibility of a subsequent academic program;
  • cancellation and refund rules following a visa or study permit refusal.

Can language students work in Canada?

Students enrolled only in an English as a Second Language — ESL — or French as a Second Language — FSL — program are generally not eligible to work off campus without a separate work permit.

Off-campus work authorization for international students applies only when all IRCC requirements are met. The student must generally be enrolled in a qualifying academic, vocational or professional program that is at least six months long and leads to a degree, diploma or certificate.

Short-term study as a visitor does not provide work authorization.

Registration in a language program alone does not authorize employment in Canada.

Do language courses qualify for a PGWP?

A stand-alone English or French language program does not normally qualify a graduate for a Post-Graduation Work Permit.

If language study is a prerequisite for college or university admission, PGWP eligibility must be assessed separately for the main academic program.

Students must verify both the institution and the exact program because not every program offered by a DLI is PGWP-eligible.

Are language courses a pathway to immigration?

Language courses do not provide permanent residence and do not guarantee admission to another program, a work permit or immigration.

Language study may nevertheless help a student:

  • improve English or French ability;
  • prepare for IELTS, CELPIP, PTE Core, TEF Canada or TCF Canada;
  • meet a college or university language requirement;
  • prepare for professional studies;
  • improve a language test result for an immigration program.

Students should identify their ultimate objective before selecting a school or paying tuition.

How much do language courses cost?

Tuition depends on the school, city, program length, weekly intensity, registration fees, study materials, health insurance and accommodation.

Any published price must be confirmed by the school and accompanied by a date showing when it was last verified.

The quotation should separately disclose:

  • tuition;
  • registration fees;
  • study materials;
  • health insurance;
  • accommodation;
  • airport transportation;
  • CUSC service fees;
  • applicable taxes;
  • cancellation and refund conditions.

Outdated prices should not be published without written confirmation from the school.
