Immigration to Canada for Managers and Senior Executives

Managers and executives may immigrate to Canada through Express Entry, provincial programs, and regional immigration pathways. However, there is no single universal “immigration program for managers” that automatically applies to every manager.

Eligibility depends on the applicant’s actual duties, level of authority, NOC code, work experience, education, age, English or French proficiency, Canadian experience, job offer, and the requirements of the intended province.

A manager can potentially apply through Express Entry. However, the words manager, director, or CEO in a job title do not automatically establish immigration eligibility or qualification for the new senior managers category.

How a manager’s NOC is determined

The assessment should consider:

• actual duties
• decision-making authority
• responsibility for employees
• budget authority
• involvement in organizational policy
• position within the corporate structure
• size and nature of the employer
• the NOC lead statement and main duties

A CEO or director title in a small company does not automatically establish eligibility under a senior-management NOC.

Express Entry for managers

Express Entry manages applications under:

• Federal Skilled Worker Program
• Canadian Experience Class
• Federal Skilled Trades Program

Many managers with foreign experience may consider the Federal Skilled Worker Program. Managers with qualifying Canadian experience may be eligible for the Canadian Experience Class.

An applicant must:

• qualify for an Express Entry program
• select the correct NOC
• prove qualifying work experience
• complete an approved English or French test
• obtain an ECA when required
• create a valid Express Entry profile
• receive a sufficient CRS score

Creating a profile does not guarantee an invitation.

Federal Skilled Worker Program

The primary work experience must:

• be in TEER 0, 1, 2, or 3
• correspond to the selected primary NOC
• include the lead statement and most main duties
• have been obtained during the previous ten years
• be paid
• include at least one continuous year or 1,560 hours

Applicants must also obtain at least 67 out of 100 Federal Skilled Worker selection-factor points.

The 67-point FSW assessment and the CRS score are different systems. Meeting the 67-point threshold does not guarantee an invitation from the Express Entry pool.

Canadian Experience Class

A manager may qualify for the Canadian Experience Class with at least one year or 1,560 hours of eligible Canadian work experience during the previous three years.

The work must:

• be in TEER 0, 1, 2, or 3
• have been authorized
• have been performed while the applicant was physically in Canada
• have been paid
• correspond to the NOC lead statement and main duties

Self-employment and work completed while the applicant was a full-time student generally do not count toward the minimum Canadian Experience Class requirement.

A job offer is not required for the Canadian Experience Class.

Senior managers with Canadian work experience category

In 2026, Express Entry added a Senior managers with Canadian work experience category.

It is limited to:

• NOC 00012 — Senior managers: financial, communications, and other business services
• NOC 00013 — Senior managers: health, education, social and community services, and membership organizations
• NOC 00014 — Senior managers: trade, broadcasting, and other services
• NOC 00015 — Senior managers: construction, transportation, production, and utilities

An applicant must:

• qualify for an Express Entry program
• have at least 12 months of full-time work experience or an equivalent amount of part-time experience
• have obtained the experience during the previous three years
• have worked in one qualifying occupation
• have obtained the experience in Canada
• meet the instructions for the applicable invitation round

The experience does not have to be continuous.

Financial managers, HR managers, IT managers, engineering managers, healthcare managers, restaurant managers, retail managers, construction managers, and other functional managers are not automatically included in this category. They may still qualify under an Express Entry program, PNP, or another immigration pathway.

Meeting the category requirements does not guarantee an invitation.

English or French language requirements

English or French language results are mandatory for Express Entry. IRCC accepts:

• IELTS General Training
• CELPIP-General
• PTE Core
• TEF Canada
• TCF Canada

IELTS Academic and IELTS One Skill Retake are not accepted for Express Entry.

Minimum requirements include:

• Federal Skilled Worker Program: CLB/NCLC 7 in all four abilities
• Canadian Experience Class for TEER 0 or 1: CLB/NCLC 7
• Canadian Experience Class for TEER 2 or 3: CLB/NCLC 5

For IELTS General Training, CLB 7 requires at least 6.0 separately in listening, reading, writing, and speaking.

A higher result, particularly CLB 9 or above, can significantly improve the CRS score. Applicants with at least NCLC 7 in all four French abilities may also qualify for the French-language proficiency category.

Language results must be less than two years old when the profile and permanent residence application are submitted.

Education and ECA

An Educational Credential Assessment is generally required to use foreign education for the Federal Skilled Worker Program or to claim Express Entry education points.

An ECA:

• confirms Canadian educational equivalency
• does not prove management experience
• does not determine the NOC
• does not guarantee employment
• must generally be less than five years old

Job offers and CRS points

As of March 25, 2025, IRCC no longer awards CRS points for job offers.

This includes the former:

• 200 points for Major Group 00 senior-management positions
• 50 points for other skilled job offers

A job offer may still be relevant to the Federal Skilled Worker Program, certain PNP streams, the Atlantic Immigration Program, community pilots, or a work permit.

A work permit is not automatically a job offer, and not every employer letter is a valid job offer for immigration purposes.

Other immigration pathways

Managers may also consider:

• Provincial Nominee Programs
• Atlantic Immigration Program
• Rural Community Immigration Pilot
• Francophone Community Immigration Pilot
• employer-specific work permits
• intra-company transfer options
• provincial entrepreneur streams for qualifying business owners

Each pathway has separate requirements for language, work experience, education, employer eligibility, community recommendation, business ownership, or investment.

Managers and business owners

A salaried manager, business owner, and entrepreneur are not the same for immigration purposes.

Applicants who own a business or intend to purchase or establish a Canadian business may need to consider a provincial entrepreneur stream.

These streams may require:

• minimum net worth
• investment
• business ownership or senior-management experience
• job creation
• a business plan
• active management
• language results
• residence in the nominating province

A manager should not automatically be directed to business immigration without assessing the person’s actual role and objectives.
